Aid activities in North Korea cannot be fully detached from the context of the Korean conflict. Especially\, the challenges facing South Korea in providing aid to the North vary with th e causes of the Korean conflict and changes in the relationship between t he two parties. When the humanitarian crisis \;in North Korea \;g ained the attention \;of the international community in \;the 0\;mid-1990s\, many South Koreans reached out to the North with a sense o f responsibility to care for fellow Koreans and the expectation that this would be a step forward to reconciliation and reunification. Unfortunate ly however\, the Korean conflict\, once seemingly on the way to resolutio n\, appears to have reverted to a point before the end of the Cold War. I n particular\, Pyongyang's nuclear ambition drew emotional responses such as 'we provided rice and it became nuclear bombs coming back at us' in S outh Korean society. We look at the challenges and opportunities of South Korean aid to North Korea\, and consider a peacebuilding approach that c an help navigate through the current impasse.

We will be having our first me eting of the semester this week\, we will discuss a topic that you may no t have known that economists talk about: HAPPINESS. What is happiness in an economic perspective? Does more money necessarily a higher level of ha ppiness? Should an economist ever talk about happiness? These are the thi ngs that we will be talking about.

DESCRIPTION:Dr. Clark is the author of numerous scholarly articles and tw o recent bestselling books "A Farewell to Alms" and "The Son Also Rises" (both from Princeton Press). Dr. Clark works on issues related to long ru n economic growth and development. His current work concerns measuring ra tes of social mobility in historical societies as well as a cross section of contemporary societies. His work also considers the sources of social mobility\, especially as they relate to the unequal distribution of acce ss to economic opportunity. \; Dr. Clark's recent books have been re viewed in the New York Times\, the Financial Times\, Forbes\, Science\, T he Atlantic\, Newsweek\, the New York Review of Books as well as numerous scholarly publications. Following up on the interest in his work Clark h as published widely in outlets including the PBS Newshour\, The Guardian\ , The New York Times\, The LA Times. University in 1987 and is Chancellor's Professor of Economics at UC-Irvi
ne where he directs the Economic Self-Sufficiency Policy Research Institu
te. \; Dr. Neumark has written or edited five books (including the aw
ard-winning Minimum Wages)\, published over 175 papers and written many o
p-eds for the papers like the Wall Street Journal and Los Angeles Times.
He appears frequently on National Public Radio and other outlets.
Dr. Neumark\, an original contributor to the "new minimum wage research\ ," will talk on the implications of minimum wage legislation and its effe cts on poverty and inequality. The talk addresses policy alternatives suc h as the Earned Income Tax Credit\, and how these policies interact. The talk will also touch on his more current work on antipoverty policies wit h a focus on their long-run impact on economic self-sufficiency.
